If price is an issue, that system should be good for a while. If you had any flexibility in price, some other things you should look at:
Motherboard - Consider one of the nVidia 680i chipset motherboards. Their initial benchmark results are pretty impressive when paired with a Core2 Duo processor.
Memory - Going with DDR2 800 (or higher if you change your motherboard). Your framerates may not improve greatly, but, by choosing the upper end speed of your motherboard, you can increase your chances that they won't be a bottleneck when you put them into your next motherboard.
Video Card - IMO it's still a tough time to purchase a video card. There's really no mid-price range DX10 cards available. I know you'll hear time and time again that there's no games out supporting DX10 so why bother, but I'm all about making my money stretch. I just can't see dropping a couple hundred dollars on a video card that doesn't have DX10 support for longevity.
I'm assuming you're going to use the AX-500F power supply which comes with the Arctic Cooling case? I took a quick look on the Arctic Cooling website, but I didn't notice the specs on the PSU. Do you know what the amperage specs are on the 12v rail? I'd suggest getting something that has a combined total > 32amps. I believe for the high end cards (8800GTX) that is the recommended minimum. If the PSU comes with the case with no option to change it, then don't worry about it. Just keep that in mind down the road if you want to upgrade your video card.
Unfortunately I'm no rich git, so I have to look for a suitable budgeted pc which can perform decently. I think 1,000€ should be more than enough for a computer with no abnormal specs. About the video card; I agree with you, that's why I placed the x1650PRO in it which is quite cheap for what you get. Also, I only was looking for a tower.
if it's just for exploring gaming buy A really cheap pc at a yard sale or pawn shop(anywhere) make sure it works, get a new harddrive, grapicscard, and memory for it and mabey a new windows like xp home edition. After all those upgrades it should be fine to play games on and will save you a lot more money.(make sure it's at least a pinteum3
My mind has changed so much. Yet I'm still acting like I'm the same.

Hi Spy_HIppo. I think you misunderstood me. I ment explorer AND online games. I know you don't need a good computer pure for explorer and browser games. They don't require anything at all. Even a 25mb video card will work for that probably, haha. Also, we don't have these shops which you were talking about. Thanks for your advice.

What do you plan to do with the PC? Gaming? Home Finance? Surf? etc

Don't forget about a monitor/LCD.
