What does Heavy population mean?

Is there a post somewhere that explains how they rate the server loads?    I have been on Corbantis for years, but if there are 5 times more poeple active on bloodfin it might be worth the move.   I like corbanits alot, I like my shop location and the people.  But I would move if it was an amazing difference.   Although  I would lose my crates and resources and barcs, so I will think it should be a major change or I wouldn't do it.  The Bloodfin galaxy trader fourm doesnt seem to be extremely more active.  Anyone have some insite on this?

I'd like to see any server with more than a light population.  I was/am on Scylla - and it's a graveyard.  You may see a couple people in a city (although I don't play at peak times).

You'd probably need to make a new character on the server and run around a bit during the periods it's on Heavy and have a look.
