Worst community is WoW hands down, no question, not a doubt in my mind. I have never encountered such a collection of internet scumbags in a single place in all my MMO travels. I swear that game will result in the perm loss of IQ points.
Best community hands down FFXI. I have never encountered a nicer bunch of people who were willing to bend over backwards for strangers. Me and some of my guildmates just stood there in awe at the lengths people would go through to help other people with no personal gain to be had. People would travel across the world to help people they have never met. I wish every community had people as nice as that community. Never encountered any elitists juvenile scumbags in 100 levels there. The few people I did see in groups who were immature coincidentally had come from WoW and thankfully the games difficulty stopped them from getting past the Dunes or Qufim, level 20-30. After those levels ranges there wasn't a single idiot to be found because frankly they didn't have what it takes to survive. Its a lot like Darwinism.
I'd say WoW has the worst community absolutely (also the largest and most active, so the correlation between them is obvious). As far as best, it's hard to say, several games have had a great community that I've played. At the moment, I'd say EQ2 ranks pretty high up there.

Worst is Vanguard. I played open beta and 3 weeks after release. The most elitist, arrogant, stuck up bunch of geeks I ever had the missfortune of playing with.
Best: Gotta go wih Vanguard on this (ooo i can feel the flame from my desk!) Sure blow me off as a fanboy, but I think the game's low population actually helps its community. I play on the FFA PVP server, and its kind of like a small farming town where everyone knows everyone. This ruleset and small population really helps everyones individual personally come to life in the game. Some are polite, some are not, but the community at least has depth.
Most of the "best" = any game that isn't really THAT easy to play. From the original EQ to Ryzom (have to agree there, Ryzom players are ....unique) to games that aren't big on the MMO radar.
Which is kinda funny, in order for a do well in the American market you need it to be relatively easy to get into and play (little or no grind) but that same "feature" attracts some of the worst in terms of game community.
Usually I'd say that an MMO's game community is what makes up a good deal of the game's feel and play experience but WoW seems to ignore that rule. /shrugs
Best: Planeshift. A FREE (m)morpg with about 4 in 5 players being skilled and experienced roleplayers. The game is designed to encourage this too. And this is infectious - when i first started i had a generally detrimental effect on the game's society. However, within an hour i had started to develop a character for myself and thus fit in with the rest of the society - as a good contribution to the society of the game. Sadly the actual gameplay itself cannot live up to the high standard of the community. But this wins for community hands down.
Worst: At first i was going to say runescape, for despite being a much better game than it is often given credit for, there are a few noobs (NOT newbies) on there who have no aim but to annoy others. But runescape has a better side to the community too, and in far greater supply than what i will put down as worst, which is World of Warcraft. The only game i have ever quit solely because of the bad communiy.
Best: Pre-NGE SWG (most of my friends and people i played with left then)
SWG was such a great community. If you needed help you could get it, if you needed a group you could get it, if you wanted to join a family of friends in cities, hunts etc you could. The forums for me were by far the best as i met tonnes of people on there and we all ended up meeting up in game, making a city and just generally being really passionate about playing the game and looking forward (/tip of the hat for all you Ex rangers, squad leaders, scouts and entertainers out there).
Worst: WoW & EQ2 (antonia bayle server or however you spell it)
Arrogance, powerplayers, too hardcore players, whinners and a suprisingly popular culture of kill stealing and up-there-own-arse'iness. Would never go back to those games now.
The community is still great, but alot smaller than before.
Worst - UO Free Servers
These little l33t kiddies playing UO don't even know what the whole point was of the open pre-trammel system was for. It wasn't meant for ganking, it was there for people to use to make it realistic. Most servers have taken out the countermeasures and consequences that were associated with ganking, to form something they think is true PvP.
This game was the definition of a community how all 32 proffesions were intertwined and relied upon each other. This is very much a reason why me and many others still gripe about how they have changed this game so much.
Worst- Post-CU/NGE SWG
There is none. There is no need to go to a cantina, besides buffs. Many of the entertainers at the cantinas are AFK all the time. Medical Centers are deserted. Gone are the days of bumping into random rangers on Endor. Thousands of houses are being destroyed for a publicity stunt ( I wonder why so many are abandoned anyway? ). Limited to 9 "classes", Jedi being one of them. Lack of player bases. PvP is limited to "battlegrounds" and there is very little at stake. The list goes on and on.
Best: SWG: God help me for admiting this, but despite the buggy game I met quite a few online friends I still have today. COH/COV being a close second.

I'd have to vote Guild Wars as a "best of times, worst of times" titles. I've had wonderful times gaming with my mature guild and a lot of fun during holiday events with thousands of other players. But I've also gotten the chance to relive what it's like to hang out with a bunch of foul-mouthed 15-year-olds in the junior varsity locker room.

got to say City of Heroes/Villians... never met so many nice welcoming people. EQ2, comes a close second.
Although FFXI when i play my 360, does have a lot of good people too. (i'm just not a fan of the game *ducks* don't kill me)
