I am trying WoW again, I have never played past the first BG where I had a toon tricked out by a out DAoC guildie. So I really no very little about the upper levels of the game. How long would it take for someone who is willing to devote on average 3 hours a day, and posibly more from time to time, to reach 70 and get all top of the line gear? I know this is a question filled with "if" answers but just a rough guestimate would do.
Also I have some questions about builds if anyone would be willing to help with a good pvp mage build I would be most greatfull. (btw not interested in the 3min mage or what ever the timer based fire mage is called if i understand it right.)

more time than your willing to spend. @30+ just a wild guess but i would say 1hr per level. there are leveling guides that might reduce this time but it gets really slow. after 40 can take up to 1hr and a half to 2hrs per level. so id say about 1 to 1 1/2 months to be safe. @3hours a day no reason you cant hit 70 within a month. then the next problem is getting the best gear. i would say 6months. most guilds make you earn points to get gear. and each time you raid you might only get a max of 5 points ( this system varies depending on guilds. some guilds do dont dkp so you might get it sooner). so the piece of armor you wants might cost 400 points. thats 5/400 which is 80. so you would need to raid about 80 times befor you got that piece of armor thats the best in the game. and if that wasnt bad enough other people can spend thier points against you. so if you only have 400 points and someone has 405, they outbid you for the armor and get it over you.
this is by no means accurate. since the expansion has been out a while you might get everything you want pretty quickly.
i would say 7 months to answer your original question
hmm so reopening my DAoC acct to get my MMO fix and waiting for WAR or AoC would probably be my best bet... kind of disapointing on the gear thing tho, i tend to level way ahead of the curve but didn't realize the hassle in getting gear.

At 3 hours a day, reaching level 70 is easy. Expect to do it in less than two months (possibly less than one).
All top of the line gear is much much harder. It's easily possible to get yourself fully kitted out in rares or better withing a week of hitting 70. But most 70s never get the absolute best gear, either for PvP or PvE.

As an example:
My friend decided to start a whole new toon. Just doing quests,no instances.
It took him about 5 days to lvl to 60. And maybe 4 or 5 more days to hit 70.
Good luck in your travels!
Leveling from lv60 to lv70 will require (almost) 90 hours (played time, without rested XP, so it will be less than 90 hours).
Since you are interesting in PvP you have to spend most of you talents in frost tree (almost all of them). Search the top Arena teams and have a look in their mages builds.
Getting your PvP gear will be simple a matter of time and quite easy. Farm honor points in AV every day (3 hours per day: 6000 Honor points) and you’ll get your PvP rings, trinkets, neck, boots, belt and bracers. If you are in a PvP guild or have enough friends to raid Arathi Basin you can get something like 15k honor per day (with a good raid). Meanwhile, join an arena team in order to gain Arena Points. Arena will provide you with your PvP helm, chest, shoulders, gloves, legs and weapons. You need just 10 arena matches per week. If you have a decent arena rating (1800 rating) you will be awarded with 600AP per week (that’s 1/3 of an item).
PvE gear is something completely different…. Grafh post is good. PvE gear is all about your guild. You may loot full T6 in a day, in a year… or never!(that's its beauty!!!)
Hope that helps

Funny post...i guess writter never played WoW and dont know anything about it, or he played it 3 years ago for free month then switched for some other "better" game.
Anyway...to answer question from OP...you can hit lvl 70 more or less depending on:
- do you want to enjoy story
- do you want to rush trough game
- do you play in group or solo
You can hit lvl 70 in 1 day TBH if you know what you are doing (that is 24 hrs of playing) or you can take it easy (like me) and hit lvl 70 in 2 weeks (from lvl 60). To hit lvl 60 i took about 2-3 months of really layed back playing...that mean see everything, taste everything, check everything. On my alt i leveled him up to 35 in 2 days and with new faster XP you can go faster...
About armor...you will never have best of best armor, end of story. If you want best of best you muts join Nihilum and i doubt they will take you
You can take PvP path, gear is more accesible there...comparing it to PvE its not even funny how its easy to get your hands on good gear.

If all you're really interested in is PvP gear, you might be able to get a full set of season 1 arena gear in about a month of playtime doing nothing but BG's for 3 hours a night. That's after your initial push to 70. I have a friend who is missing 3 pieces of a full set and has been doing PvP about 3 hours a night for about 3 weeks. So technically you wouldn't have to raid a single minute. You wouldn't necessarily have the best possible gear, but it would be very close. You can get all the PvP gear you need now doing nothing but BG's.
I almost spend 3 to 4 hours playing WOW everyday, and I am extremely lack of sleep, is that crazy?
