Download complete at 40%?

Ok, so i'm d/l the 7 day Lotro trial. it said 4.7ish gigs on the website. the progress bar at the bottom is only at 40%, 2ish gigs (and still going), Yet the downloader says download complete, "your download is done  click the icon in the download folder to install the game."  I rly don't want to try and instal it till its at 100% but i still think its kinda wierd, unless i'm missing something here.

WTH?
