FPS problem

Ok I have an intresting problem. My FPS will drop to less than 10 FPS sometimes on the lowest settings possible but sometimes it runs at 40 FPS on medium. I will restart the computer/game and it doesnt change the FPS. However if I restart my cable modem it will usually go back to normal at 30-40 fps. I didnt think my net connection could effect my FPS at all.
BTW my computer can easily handle crysis on high graphics yet I constantly have problems with this game.
Intel extreme dual core 2.93 ghz
8800 gtx
2 gigs ram
