What is the chicken rule for open RvR servers?

I just read that you can be up to 2 tiers above the zone you're in. Is this accurate?

yeah thats it. tbh i wish it was instead that when you enter a lower zone you just get delevelled in the same way as scenarios...i hat not being able to complete my ToK, really hate it
Wow. That's seems like the dumbest rule ever made. I guess I can't be too surprised. It is Mythic.
