WoW is a carebear game (no I'm not a DF fan) and they'd quit. If you ever wanted to see WoW collapse really fast you could try that (It'd be 2nd quickest to taking NE Hunters out of the game)
Because gear matters in WOW, in fact, the entire game is built around players working hard (or not) to upgrade their gear to the next better level. Full loot would totally destroy that mechanic, and would not be popular with the majority of WOW's target market, i.e. the typical player. Full loot appeals to a very small niche market, and Blizzard has no incentive to cater to it.
I agree with you, not to mention epic gear, and most worthy loot gear in wow is binding. Even if you could loot it, you would not be able to use it. Given wow's success I see little reason for them to want to revamp their entire item database just for a few servers. (If even that).
Played (more than a month): SWG, Second Life, Tabula Rasa, Lineage 2, Everquest 2, EvE, MxO, Ryzom.
you know... it wouldn't be such a bad idea to implant "a pvp full loot server" (no this will not be called the pvp server it will be called something like "full loot server")... because only the people that wants full loot will roll on that server anyway... and once they get tired of losing their legendary items to better players with worse gears... they'll finally understand the beauty of a non full loot server...

The game itself is catered towards gear aquisition. You would have to change so many dynamics of gameplay (rewriting the game) to accomodate full loot.
You would have to eliminate all soulbound items.
The raids and instances couldnt be done without the uber gear. You would have to tone down the difficulty of all instances and raids to make sure that they could possibly be won.
They could have separate servers for the full though if ppl wanted to play on those, but it doesnt make good busniness sense to create such server for few niche players unless there was a high demand for them. There isnt for this game.

With a full loot system you would need a mechanic inplace to replace the gear people lose.
Imagine losing an entire epic set that would take six months to grind for again through a lock out raid dungeon?
It doesn't work.
Now if blizzard decided to take every piece of gear and toss the patterns on the proff trainers then if you lost stuff people could just make more as long as you had the gold or resources to build the equipment again.
The problem with that is you would need to revamp the raid system to only drop craftable materials and you would also need to drop the raid timers so guilds could actively farm dungeons so their entire guild could have enough mats to instantly replace gear on death......
Because its not in the game dynamics. There is a VERY limited market for such games. Might I suggest GankFall or perhaps Morbid Online if thats what you are looking for?

Personally, I enjoy PvP enough that just the satisfaction of beating another player, or losing to another player, is more than enough for me. I don't need to loot someones gear to further penalize them and make myself feel more macho.
Worse yet, why would anyone ever venture out by themselves if they ran the risk of being jumped by 10 scrubs in green gear who could then proceed to get a free upgrade for their trouble of jumping a lone brave solo'er with their 10 man advantage? I PvP quite often, but why have nice gear if you have to wear a scrub set around when you are simply out and about harvesting mats because of the risk of this?

After thinking this idea over a bit, I have thought of one idea where partial or even full looting of a defeated player could work, and even would be a brilliant idea. Have a designated zone, or area, where if you step into that area you can be looted. The upside? The ability to not only loot your defeated opponents, but also to be rewarded with exclusive high-end pvp gear, and maybe even exclusive titles or mounts. I think this would actually be an interesting facet to the idea that would make for some great pvp battles.
