Only one word is necissary to answer why WOW doesn't have Full loot pvp. And it answers many of the other questions of why they made WOW a game for the weak hearted. Money! Blizzard is making millions off of the game how it is right now, why would they change it?
You are right about that, WoW is the best MMO there is and WoW's high subscription numbers prove it beyond a shadow of a doubt.
The thing you are completely wrong about is the concept that somehow not having full loot PvP is somehow "weak hearted". There is no full-loot PvP because it is a bad idea that very, very few people would have any interest in whatsoever.
Best and most popular aren't necessarily synomyous. Just look at the motion picture industry. You can make a movie that is intelligent, well made and thought provoking; or you can make one that one that will make a ton of money. It's not often that you see someone accomplish both.

Not to mention the time investment.
It just do not match WoW concept and mechanics at all. Full loot mean compleatly different gameplay than the one in WoW. Its too long discussion if we go in more details.

Because i would camp the front of aliance low level instances and resell all the gear they put all that hard work into. Then laugh at them.
I would use level 15s as bait and gank level 80s in epics taking what I want the destroying the rest.. Im sure of course they would be frantically running back to their corpse.
Between gear stealing and welfare epics I dont see ever running out of gear in this scenario.

I was just using that as analogy to demonstrate that mass appeal doesn't necessarily indicate that something is of the highest quality. Am I saying that WoW is of poor quality? Not at all. Do I think there are more enjoyable MMOs on the market? Certainly.
It's funny you should mention time investment. That's actually the reason I'm beginning to lose interest in most MMOs. It's beginning to seem more and more like the majority of them simply require you to be willing to invest large amounts of time(not to mention money), with little skill or brain power involved. The whole thing is starting to become really monotonous to me.
you know... it wouldn't be such a bad idea to implant "a pvp full loot server" (no this will not be called the pvp server it will be called something like "full loot server")... because only the people that wants full loot will roll on that server anyway... and once they get tired of losing their legendary items to better players with worse gears... they'll finally understand the beauty of a non full loot server...
WoW has so much quests for loot items for both horde and alliance that it jsut wont fit, unless they actually revamp the whole loot system like what the previous posters said.
Some loot would be the same stats with different names due to the fact that alliance and horde have different quests to attain em. So the only loot thats worthwhile would be epic raid gear or epic pvp gear. No sense of killing players for loot you can gain from questing. Instance rewards from bosses can easily be outdatedf in at most 5 levels.
