when i turn on my pc when its off for a while, my monitor goes white, i have to restart/turn off my pc a good couple times in order for the screen to come back. my brother says my monitor may be giving out. i have a brand new video card 260 GTX OC so i dont think its faulty, as it just started happening about a week ago or so. ive had the monitor since 2007 roughly. its a 22" LCD.

It really sounds like your monitor is going out.
If you want you can try restarting just your monitor next time it happens (or unplugging and plugging back in) a few times instead of your whole pc. If the screen comes back after power cycling just the monitor while the PC is on then it's definitely the monitor. But I don't see what else it could be and I've seen LCD screens do some weird stuff when they're on their way out.
well its official, it was my monitor, i tested by inserting my my old 8800 GTS to replace my 260 GTX OC and same thing happened, with the LCD screen turning white, with wierd patches of really thin stripes. oh well lets hope i can RMA the monitor. sucky timing lol, im broke as a joke, but thankfully i have a old 19" CRT monitor....ugh, going from a LCD to a CRT is like going from a ferrari to a fucking camary lol.
