Anti-multitasking

I tend to open multiple topics up in new windows, but something with the setup (cookies, database, whatever) is making the site remember the last url I went to so if I try to respond or anything of that nature, I end up at the last thread I opened up.  I dont want it to remember that.  Instead it should know what thread I'm responding to from an ID number sent in by the form submit and in turn that info should be used when it's reloading after submission in the same thread.

Yes this is a known issue of the current forum system because it stores a lot of the forum settings in your session which follows you across instances of the same browser type.  We are currently working on a new version of the forums which is not reliant on most if not all of the current settings set in session and will let you work from multiple windows etc.
