player control of mob/node spawn rates

Are there any MMOs that currently allow players to, when they control an area, modify the spawn rates of mobs or resources nodes in the area?

 

-- Whammy - a 64x64 miniRPG

    Those who own land in Project Entopia have some indirect control over spawns.
