Vice city is the best because...
you own property
the cops are tougher to avoid when you have a wanted level and I like a challenge
the cops are easy to see so you won't accidently run over them...or so you can run over them on purpose!
you get a tank if you find enough hidden packages and can do a mass rampage around town that's wicked cool
you get a bad ass helicopter if you find all 100 hidden packages that you can do a mass rampage around town with
and that's all I can think of off the top of my head.

San Andreas, for me, panders to the lifestyle of the main characters and misses the opportunity to lampoon it. It is ripe for parody. Especially the boyz n the hood fantasies of young men. The game is too sincere.
I'd love a GTA: Tokyo game. Large, dense city with an often wacky popular culture but also Japan has been a fiercely independent country with a strong national identity, proud of its ancient culture. The series is popular in Japan. Potentially great game.
Wow that's a tough question. I still have a soft-spot for the oldskool top-down GTA from way back when, but the evolving story presence is a big thing to me too. I guess I'ma have to go with GTA4 though, simply because the controls have been the most fully-developed in the series yet, and all the characters and story-arcs are amazing. I liked what Ray Liotta did in Vice City, but nothing felt more real than the tale of Nico Bellic. It was less about becoming a kingpin (which is what I never figured the series for) and more about being the gunman of the real kingpins.
Oh, James Woods was a great addition in San Andreas though.

GTA2 was awesome, first one I played. San Andreas was the best of the new gen ones, Vice City and 3 didn't feel that compelling, or like there was that much to do, plus I loved the gang wars, and the ability to change your characters appearance. Nothing was better than making a fat guy free fall from a plane, or toning him out and beating old ladies. My favorite is The Lost and the Damned simply because I like the biker gang aspect of it.
Please don't judge me but I love GTA 4 hands down! I'm honestly more of a fantasy RPG player but when I tried GTA4 came out, I was hooked to how in-depth the game is. I was surprised at how many things you can do in-game (TV shows and radio stations don't cycle for a while). It just feels like you're really in Liberty City.
Also, Niko is one heck of a lead character. I rate him waaay up there with Kazuma Kiryu from Yakuza.
Vice City, I spent many hours doing insane jumps at the airport on the motorcycle.

GTA 1 is probably my favorite because it was just plain awesome for a computer game at the time.
I also loved how that game had an arcade feel. Chain reactions explosions really upped your points. You could fit 30 cars into an dead-end alley and park them all tight against each other - and then make the ones on the end start smoking by shooting them a bit - do all this to set up a huge chain reaction explosion which will unlock the other half of the city because you'll earn so many points
What I would like to see in GTA V is a return to arcadeishness - ie unreal physics for cars and motorcycles to the point where you can drive the motorcycles off of walls instead of crashing.. or they can hop up and over cars. cars would also be able to punch through crashes more often than not. And then of course there should be lots of places for stunts. Ramps and stuff.

Yes, the first is also my favourite. I believe they were Hari Krishnas, you could do it with a rocket launcher too. Many times I spent fleeing the deranged police as they tried to ram me in their deteriorating cars that would clankity clank behind me, and the noise getting louder and more desperate as that one bastard lunatic cop kept in pursuit in his cop car with his cop engine, cop lights, cop tyres and try to ram me to death only to hit me, boost me forward as his crapheap beat up cruiser exploded from the impact behind me.
Good times. Multiplayer was fun too, I would hoard the rocket launcher spawn when playing against my brother.
