Heroes Of Three Kingdom offers some good world pvp if thats you're thing..
I also enjoyed AIONS pvp (not the game itself) enough to hit lv 50 but gave up after miragents.. I'd say so far that that game offers the best PvP because of flight and the possibilites of plotting escapes and ambushes while in flight.. But this comes from someone who powerleveled at launch and was constantly 10+ highers level then the norm.. So yeah i pretty much flew around as a cleric, rooted, and 1 shotted everyone during the first few months of fort battles.. Was fun times.
Besides those two i'd say maybe Rift? Isn't Rift gonna be pvp orrientated with the rifts and stuff? Maybe not.. Ugh, really lacking on good pvp games to play ATM.

I will give one more chance to Allods Online, at first it seemed like gret PvP game, but then they messed it up, now they have volume 3 in December coming up, so guess they deserve another chance. (or this is just my usless hope for good PvP game...)

the best in 2010 was WAR...not because its any good, but because its the only recent semi-decent MMO that is really focused on PvP/RvR
that alone speaks volumes about how dry and pitiful the pvp market in MMOs is
2011 ditto, WAR will win, again by default due to utter lack of competition.
doubt thinks change much till GW2/40K are released (2012, 2013 respectively) unless there is some sleeper im not aware of.

Im purposedly leaving out games like Rift or Tera. a couple battlegrounds and the ability to attack other player, a PvP game does not make. That games stink of PvE, story (read: more PvE) driven gameplay and raids , and PvP will, at best, be a gimmick afterthought.
a PvP game must be about "PvP first and foremost", not about PvEing till your eyes bleed then maybe, possibly, perhaps attack someone else once in a blue moon for a worse reward than what you'd have gotten by keeping the grind going.
Rift and Tera *might* have interesting combat, but when the focus is on PvE....reality check time guys....you will draw PvE players.
The kind of players that complain when PvP happens, the kind of players that abhor PvP areas and wont even step into a lake.
You cannot have a PvP game with that kind of community, all you will get is alienating yourself if you are a PvPer.
