Shud i return to RoM? wat has changed?

I have a 40+ R/P which I havent played since shortly after Chapter 2 was released. I was wondering what major changes has RoM seen and how is the population on the Artemis server. I vaguely remember I already started having troubles with the difficulty of the current mobs with my char. I do not plan on spending on the CS so what can I expect if I return.
