is this a sandbox MMO?

in Earthrise: First Impact

i just started looking into this game and heard it was somewhat like EVE.  i know EVE is a sandbox MMO so i was wondering if this would be one too.  i'm not really into sandbox MMO's though. =/

    This game will be much more sandboxy than most on the market. Character progression gives more flexibility than raw power. The focus of the game is player driven territory warfare. Once a guild captures a territory, they can build a customizable base on it. The economy is player driven with a complex crafting system. There will be PvE quest chains, but don't expect anything near the quality of PvE in games built around that.
