In the latest Podcast over at TERAFans, it has been stated by Jason "Brother Magneto" Mical that Digital River will only be handling their online billing and account system.
"So now, what does that all mean? I know they mentioned some things like "in-game commerce" and "virtual currencies", but when asked what it all meant, Jason "Brother Magneto" Mical said simply that "Digital River is handling all of our online billing, so if you log into our account management system and you want to review your billing for the month or for three months, what have you, they handle all of that" and, basically, if you wanted to buy a gift subscription for a buddy you can sign him up, too, and they handle all that stuff on the backend. That's basically what they're all about: they're just the company in charge of taking care of the billing. And it sounds like it'll be a good partnership. And, just like En Masse, Digital River is sort of building this product up from the ground, so they're really designing it for TERA in this instance and that'll be really good."
I will saythis, that until an actual Blue posts in the official forums on this subject, specifically addressing this issue, the coals are still warm on this fire.

TERA is Not a Micro-Transaction Game
After a press release by Digital River announcing our e-commerce partnership a few players expressed concerns that TERA would be a micro-transaction game in addition to requiring a subscription fee; that is not the case.
TERA is not a micro-transaction or cash-shop item game. The game is built and designed to function as a subscription-based game. We would have to make dramatic changes to the game's design to support micro-transactions and there is no intention of doing so.
TERA will have paid services, which could include character transfer, name change and gender change. We do not have a complete list of these services yet, but we will let you know as we confirm them - those services will likely be available inside the game.
There may be a point in time of TERA's lifecycle that we offer "vanity item" sales, pets, and other items that players have enjoyed in other AAA+ titles.
To clarify the press release further; Digital River OFFERS many options to En Masse to choose from for TERA and for future products we publish.
We're more than happy to answer questions, and hope that this clarification allays any concerns you might have.
