I'd be willing to bet SquareEnix employess don't know. It seems to be random as all hell, but i haven't heard of anyone getting a key since ~4am PDT yesterday.
That I'm aware of, there's only been two windows in which the keys were handed out:
1900 PST 9/1/10 (when they announced they would). The keys were exhausted in about an hour or two since the server load was overboard. Soon afterward, you couldn't even get through the server congestion without a direct link, and those who did get through the congestion encountered the "applications not available" message.
About 0000 - 0430 PST 9/2/10, according to some of the threads here players were getting keys at about that point. Was that a one time thing, or are they going to hand out new keys unannounced every day at about that time? Considering SE said nothing about it, nobody knows.
To my knowledge, there's been no keys since then, which means the apps have been closed for about 19 1/2 hours. There's been no word from Square-Enix about when more keys will be available other than "Please wait until we are ready to accept new applications."
Bear in mind that Square-Enix's Final Fantasy branch is based out of Japan, and it's about 3:25pm over there right now. If keys aren't out by end of business hours, 5:00pm Japan (which corresponds to 1am PST or 4am EST) then they're probably not coming out at all tonight.
Presumably there will be more keys handed out just because it'd be a pretty lousy stress test if they gave up every time the servers stressed. They need to be willing to push the servers as far as they have a player supply to accomodate, even knowing several of those players may not be there at retail. However, it could be days.

I'm on the verge of giving up. I went to sleep around 3am PST last night, trying like crazy from 7:05pm when they went up till I went to sleep, and woke up 4 hours later to try some more. It's been almost 30 hours now, and they haven't done jack all.
