Evie Gear -what level how to obtain?

Im seeing a lot of Evie toons wearing this gear and was wondering when you can obtain it and how its obtained?  The scythe, the clothing, head gear.. etc

The armor set is the Scarlet Witch set. It's a low level (10-14 I think) Cloth Armor that Clodagh in the General Store can craft for you. The Battle Scythe is the basic weapon you receive from Brynn at level 24 when you receive the Battle Scythe Mastery skill book, from the same NPC.
