For those who have played both, which offers the most challenge to max level + end game.

If you are looking for a MMO with challening PVE than Vanguard is far superior.
If it's not broken, you are not innovating.
WoW puts more emphasis on creating a grindable endgame. But I would not call it more challenging than LOTRO.
