Can someone please point me to the "Bash Rift" thread please? I also need to know how many betas there have been so I can use that as my opening line.

5th beta just ended. 6th begins on Friday.

Sorry to hear you cant afford $200-$250 for recommended and not minimum specs. Go price piece by piece what you need for Recommmended (Recommended I play on Full Settings at 30FPS with a 3 year old 9800 gtx+ 512meg card).
Motherboard, CPU, ram, video card for recommended specs can all be bought for $200, even less with more Generic components but I stick with all EVGA, ASUS, GSkill, & AMD brand so I never run into compatibility issues, given with great deals with Neweggs (sometimes Tigerdirect has slightly different deals for different hardware at the time).
If you need help, I can price you out something, but need to know a budget and what you want to reuse from your current setup (Tower, Harddrive, CD/DVD Drive, etc)
Lots of things I can't afford, should I write to all of them all aswell??
