You should be ok on lowish settings. THe graphics engine isn't anything new or demanding (Unreal 3 engine), and the Korean version is already out, so the system requirements are out:

The GT220 isn't quite up to a 9600 GT level of performance, so I can't say how much the game will suffer for being under the specification, but I'd imagine if you turn off all the eyecandy and run at a low resolution you could probably get it to work. It just won't look good or be very smooth.
A GeForce 8800 GT is a considerably faster card than a GeForce GT 220. It's also a very old card. Why would you be comparing those two cards? Neither would make sense to buy new now.
An 8800GT will preform more or less equally to a 9800GT, and is slightly better than the minimum specification (they are pretty much the same card, nVidia just added DX10 support to the 8800 and rebranded it as the 9800).
However, if you are that strapped for cash, I would really save your money and wait until the game is released. Then you can see exactly how the game performs on what you have (it may be adequate), or maybe you can get a better deal on faster used hardware and get a bit better than just the minimum specification.
With such slow CPU and a budget card motly used in laptops it wont run well, I am not sure if it even will work on low settings.
A used 8800 card (at least Titanium) would help a lot actually but you will need a new CPU pretty soon, that one is really old now.
If you have a good fan you could overclock it, as long as you got a big case you should be able to at least get it up to 2.0GHZ with the original CPU fan. If it is in a small case you should just forget it.
I would personally save the GFX card money and start to save up for a new computer, it is really time now, that thing must be over 5 years now and that is 65 for a computer.

But what if I choose the geforce 8800gt instead of the gt220? Would it allow me to run the game better?

actually on the tera online korean website it says u need minimum a geforce 7600gt and recommended a 8800gt
