Your able to turn on Anti aliasing via this text file without having to force it though Nvidia control panel.
The biggest kicker is "ClipFar" option. This is your clipping plane at a distance, turn it down to somwhere between 25 and 100. It starts off at 400.000 default. Which is pretty much further than any zone size. And I dont think the game has that great of LOD effects (level of detail scaling with distance) so turning down the clip plane helps alot.
At 25.000 ClipFar I can still see the majority of the skyline and buildings near me in Purgatory City, just to give you an idea of how 400 is way too large.
Don't bother messing with ClipNear option. It just controls how far from the camera graphics begin rendering, as you probably assumed.
