Or will there be multiple language options? Personally I'd find it hilarious to run around speaking in [MoistureVaporator], then you could get a protocol droid non-combat companion to translate for you in /say.
There's no official word on this, but I imagine there will be cross faction communication...at least when you're face to face. You may not be able to simply chat anytime you feel like it. But like I said, no there's no official word on this yet. At least none that I know of. Someone else could prove me wrong.
they haven't decided if they will allow it but if they do there will likely be some limitations to it. if they do allow it, my guess is it will be limited to the immediate area or at the very least i doubt they will allow you send tells to opposite faction
