Probably a Dumb Question, But I need to know

The little switch on the back of my power supply, next to the power switch, it's red. If I switch it one way it says, 11, switch it the other it say, 23. Is that a setting for AMPs?

    I think your just unable to see a number.  Should be 115v or 230v.  If I'm not mistaken it is for the incoming voltage.  What ever voltage you have on your outlet should be the setting it's on.  115v usually.

    Thats makes sense thankyou. Yeah Europe is house wired at 220 or so, and here in US, all 110 or so.

    Some places in the world use higher voltages than others, so this allows the same power supply to be sold in more places, rather than having to build different units for different parts of the world.  Some power supplies are able to detect the incoming voltage and adjust automatically, so long as it's stable, but it sounds like yours doesn't offer that feature.
