Why do developers continue to push players into factions?

Wish SOME developer would go back to an EQ style for this. You picked a race for their looks/class selection and ran with it. On PvE servers, you could flag yourself for PvP, but other than that, you could roam the world at will, but some races HATED you and you were KoS to the NPC's in that region, but not players...unless you flagged. It made you able to go there, but at your own risk...and made travel exciting and scary.

I don't mind the NPC factions, even though there were dozens of Mendelcorpses strewn about places.   But, I would love to see them extended quite a bit.

I would like to see these NPC factions incorporate the player base.  If the residents of City A hate all people of Race B, the NPCs faction should cause the NPC citizens to react badly.  Extend this.  Have a limited number of Guard positions available (with restrictions).  The guard recruit is now  PvP against Race B (maybe in restricted areas).  They can freely molest those pesky Race B types that are intruding on the City A homeland.  The guard recruit would be a limited duration, maybe linked to how well they performed.  The guard recruit option might not be available unless there's a sizable number (5+) of their enemy close by.   They would essentially be a temporary border guard with a specific, close-ended mission.

I don't really like PvP, but I could get behind a system that incorporated the players.

Logic, my dear, merely enables one to be wrong with great authority.
