Try playing Lineage it has some solid game play. They have really toned down the grinds for the first 55 levels or so but then it picks up again. I highly recommend it .
Ah yes...starting to remember some others. Trickster is also another good one, 2.5d graphics, Cash shop is nice, and its a casual game. Parties actually boost exp per kill and such, if one builds a party with one of each class, you get something around 100-200% exp. That being said, there is also 200 or so levels.
Flyff, a classic, the first mmorpg I actually played. Nothing to do but grind, quests that give exp don't even exist...I think.
Anyway...that is all I can think of that would go as a sheer grindfest mmo. I wish you luck and enjoyment in your endeavors.
You could try Tibia, easy to sign up for, big grinder but has smaller quests and interesting quests that you do to unlock stuff & new areas. Just make sure you play on an older server like Antica, otherwise you will get on a server packed with non-English speakers.

If you can manage Dragona on a laptop, it's a pretty steamlined quest grinder. Probably the best part about it is that you don't have to go to the NPCs to turn in or accept every quest - there's only a few occasions you have to go back to town, while you accept / turn in quests out in the field. The gameplay isn't anything amazing, but it works and it's simple enough to get into easy. Having remote-accepted quests really helps the flow of the game.

Oh yea, Flyff that was a good older one. Asda 2 I played more recently, although I never checked out the cash shop.

the 2 biggest grinders i ever played were SilkRoad and Archlord. nothing like getting .01% xp a kill.
