has anyone tried playing this game with 1.4ghz and how well did it perform?

If its playable it will be just barely. My office computer is better than that, it can run d3 but not well at all. Will it boot up and can you get into the game? yes
You will be running so slow when any number of enemies get on screen it wont be playable. My advice is to skip it until you get a better computer, the game may play but wont be enjoyable in the least.
That just redefined what I consider 'low-end'.
That isn't going to run. It requires at least a Pentium 4 3Ghz with windows xp. The video card and memory would barely pass, but it's a moot point with the processor speed being so low.
Seriously man, you can probably find a better computer in a dumpster behind radio shack. Time to upgrade.
EDIT: Actually I am seeing a couple conflicting results for T2 minimum requirements. The first site I found said 3.0Ghz min. The second site I found said 1.4Ghz. The official site says they haven't decided yet. So I would say it's a gamble at the moment.
