Medium Pop Still Pushed to Overflow

Just logged into my home server which is listed at medium load and I still got sent to an overflow server. Seems silly when it's medium. Anyone think stuff like this will go away? I could see if it was jam packed but at medium it shouldn't be. Ehmry Bay by the way. I even logged in and out a few times and it happened every time.

    Overflow is used on a zone-by-zone basis to manage load.

    Aims? seems pretty self explanatory. I thought it was odd so I threw it out here on the forum to see if anyone knew anything about it. If it is zone by zone as was mentioned by someone then it makes more sense to me, especially if its lower level zones with the game being new and all. That good enough?

    Overflow is based on population per zone, not per server.

    While the zone-by-zone overflow can be annoying, the benefit is that players heading to an unpopulated zone do not have to go into the overflow even if other areas are over populated.

    It also allows the servers to handle stress more efficiently, with more resources being devoted with zones under heavier loads.
