Okay, so I spend a lot of time at work with my laptop and no internet connection. So I'm curious what you all think is the best SINGLE PLAYER RPG currently available with the following characteristis:
* Good mix of combat and OTHER TYPE quests
* Good story line
* Open-ended game play (meaning, if I botch a mission, I don't repeat it; I just live with the outcome)
Any suggestions?

Well I'd recommend Morrowind, if your laptop can handle it I mean, its 3D and I know laptops are sometimes harsh with the hardware issue, but if it will work on your machine, then hell yeah, I'd take Morrowind.
Hugh open enviroment, many places of interest, a hugh amount of quests and people to talk to, many items and just plain good game, even has an editor you can edit the world and create your own world, so cool!
But if your computer cant take it, how about some nice old Ultima series game, those are great stuff you know. I bet you heard about it, and sometimes those old games are much more fun than any new game because they have great plot and characters.
Those are the ones I can come up with now, maybe some will come in mind later on.
Morrowind is good.
I got put off by characters who didn't seem to have any knees though!

Any of the original Baldur's Gate series is excellent

And this is the off-topic section :P
I liked Final Fantasy VII a lot. Oh Aeris why did you have to die?
Edit: hehe sorry I didnt read the OP's post :P But even though it isn't what you asked for I still recommend it
Flych - 70 Blood Elf Retribution Paladin - Tarren Mill (EU)
Mediocre - 70 Undead Discipline Priest - Tarren Mill (EU)
Arx Fatalis, Divine/Beyond Divinity, Gothic/II, Morrowind as stated before, Daggerfall if your PC can't handle Morrowind, Ultima series.
Arx Fatalis has always been a favorite of mine though, check it out.

Morrowind is VERY good and has an awesome storyline if you follow the main quests all the way through on it and its expansions. And the world is not linear at all. you can go anywhere and do anything at any time at all in the game. You don't have to follow the main story if you dn't want too, there are so many quests your head will spin and there is so much to explore you won't get bored with it for a very very long time.
Quests you decide the outcome of it, however you handle it is how it effects the world and your standing in it. You can get the Game of the Year edition of this now for pretty cheap since its about a year old, and that includes both expansions for it.
BTW, its the game I carry to play on my laptop as well.

I loved playing Divine Divinity. Took me 60-70 hours to complete the entire game, and it was fun up until the last part of the game when there weren't any more quests to complete. If you really want to enjoy this game to the fullest, you must find a guide that tells you where all the quests are.
Gothic I & II were and probably still are great games. I played Gothic II, and had a great time with it. Storyline was pretty good, and the whole environment of the game was pretty sweet. It was always cool to see the NPC's going around doing there own thing during the day and then going to bed at night. Combat was fun, and once you got used to the controls, they were very easy to use.

And best single player game is Warcraft 3. The storyline is amazing, the game itself isnt too hard, but isnt too easy, and the missions are much more fun than Starcraft's.
But... best single player RPG would have to beeither Neverwinter Nights, Diablo 2 or Final Fantasy IX or VII (I hate Final Fantasy, but these ones are wayy better than the other ones)
The best single player RPG for me would be Shining Force 1&2, with Chrono Trigger in second, and The Legend of Zelda: A Link to the Past in third.

He was asking about RPGs, not RTSs.

Dungeon Siege.
IF you can still find it, then the original Fallout ! Graphics and gameworld are dated, but you can do absolutly anything in that game LOL! Kill off entire towns, rob anyone, rob the merchants, anything. Of course then everyone in the town will come after you LOL! But it adds to the fun!
And... Dungeon Siege 2 is due for release in a few months.
Neverwinter Nights also has recieved nice reviews from players.
Morrowind also has recieved nice reviews from players.
Some other games of intrest are the new Robin Hood game (came out 1 1/2 years ago roughly. Around end of 2003.). And Commandos. (the RPG game.) Nice how you have to hide the dead bodies of enemies you kill so that they can't be found by enemy search and patrol parties. You need to use stealth, planning, problem solving, and tactics to make it through both games.
Freelancer is also another nice game. Some missions you can botch, but the few main missions you must complete.
KotOR I and II
For me KotoR 1 did a better job at centering your character around you and pulling you right into Reven's place in the world. KotoR 2 i kept on trying to connect with my character and putting the pieces of the past together to make the connection to Reven and KotoR 1 but it never really happened for me. I would get enthralled at new information about the past and than let down when it didnt connect right. Spent most of the game confused about the story and where it was going and the purpose of it all.
As for fallout, never played it but i did play one of the newest one and enjoyed it a lot! I was ranked as the devil because i just kill any and everyone i came across.

Yes, NWN is great... plus it allows for infinite expansions since you can download modules, much like classic D&D Modules... Also, check out this site if you ever want to get involved in online play. The online play with a live dungeon master has to be the most fun I've had in a computer game in a LONG time. Nothing beats the intelligence, wit and humor of another human being!
