Purchasing items from the C-Store

If I purchase an item from the C-store, like a ship or a costume pack, are those items available to every character and every duty officer I have or are they like one time use items or such?

Some are; others aren't. It's important to read the write up on the item before buying it. An example: The extra carrying space is per character, but the Escort refit ship applies to all characters. Only found out the latter one last night as I went to upgrade my new character's ship, and that one was free because I'd already bought it.
