VG might actually be the best suggestion for active low levels. LOTRO Brandywine isnt bad, but there isnt a ton of grouping while low level. Same with EQ2 AB server. Youll see plenty of people, but grouping is mostly guild only affair.

There are no totally free games that will not make you feel handicapped for not paying or even force you to pay for content at some point to move on. There are some buy to play titles (gw2, tsw), though, or games with very flexible payment methods.
Of all the "free" mmorpgs, I'd recommend LOTRO the most. You don't have to pay a sub fee and can just pay for content whenever you feel like it. The game has very good community (at least on my RP server) and it's pretty much alive even at low levels, ever since it became F2P.
Another game you *can* play for free is EVE Online, because you can buy game time with in-game cash but that will probably make the whole gaming process very job-likey and unfun for you. I do know that it was possible to make enough money during your trial days to buy your first month and so on.

Looking for free and populated MMORPG with friendly people<- I would like to play a game where are people around and it would be best if the game is active from the start... Not like I have to reach high level to find people to play with
