retarded lvl cap is killing the game?

in Guild Wars 2

No, not entirely negative post, but how are we suposed to get skill points when our level cap is reduced to that lower than vetrans guarding the skill points?

On one I am reduced from level 38 to level 27 and the vetran is level 30, WTF!!!

 

The game is RETARDED (look up the definition in a dictionary (google))!
