I got a 73 Tank marauder, and I use armor with max resist. The only problem is in merciless, I find you could have a million armor and maxed resist, and you still die in 1 hit on many bosses...I guess you're not supposed to be a tank lol.

You want to max elemental resistances and get just enough armour to reduce the weak white mob hits to nothing. Physical damage reduction is determined by how large the incoming hit was and gets severly reduced on larger hits so you want lots of hp to keep your 1hko chances low.
I think soaking is a good option - through any means. have a lot of hp and energy shield, or use minions or a decoy totem. Or even a spell totem with ice spear and multiple projectiles > a good defense when you keep mobs frozen and unable to hurt you.
On bosses though, make sure they are cursed. Some of them need to be enfeebled or they can one shot you, on merciless.
There is no best defense. It completely depends on the way you've decided to play. A frost witch is not going to defend the way a summoner does, but both is viable.
Personallty I play a chaos innoculated frost witch, with all ES armor. That means low evasion and no armor to speak of. I havent died yet on Merciless, and I basically stay mobile, break rooms with spell totem, and through items I make sure I cannot be stunned or frozen. On normal and cruel I still used minions to soak dmg, but no being a minion specialised witch I find that they become almost useless later on when mobs hit that much harder.
If you have decided on a class you can go on the official forums and read up on how people play the various skillpaths for that class.
