Turn off Pando Media Booster P2P.

C:Program Files (x86)NCSoftLauncherConfigDefault/Games.xml

Look for three times the <P2P>true</P2P> happens and change it to <P2P>false</P2P>, and I read that has something to do with Pando Media Booster and working around it. They're not that hard to find, though there's a lot of code there.

Anyway, my download speed went from 17k/sec and like 10000+ hours, to 2.2mb/sec and it'll be done in an hour and a half or so.

This is probably known to some degree, just thought I'd post it since I've personally been so frustrated with their shitty launcher.

Pando is an abomination which at the very least leeches your bandwidth and is widely regarded as spyware, but fortunately it is not necessary to manually edit config files to stop Aion from reinstalling it every time there's a patch. It can be disabled by right-clicking on Aion in the games list in the NC launcher, and selecting "properties" then un-checking the "Use Pando Media Booster" for downloads" tickbox.

OK, that's even easier. Thanks for the tip.
