This interview seems to be a contradiction to what they have been saying...

As i thought "cooldowns" did not exist.
There weren't cooldowns at pax.
So unless they completely changed things, it's possible that whoever was playing ran out of stamina or magicka and then when it regenerated a small bit they were able to hit a skill and they assumed that the delay was caused by a cooldown.

As far as I know it haven't changed either. Who ever wrote that article haven't played the games or just wanted to spread misinformation. It's not the only dodgy thing written in it.
There aren't individual or global cool downs. Abilities are still limited by the mana and stamina pools and not timers like in Skyrim.
However I did recently see a list of all current class and armor/weapon abilities and they are not all instant as it had been originally reported. Most are instant but there are a few channeled ones and one or two with 2s or 3s cast times. I'm assuming you can still move while channeling or casting but I don't know that for sure.
