Stuff gets richer and richer with Neverwinter. So a player wanted to warn other about a player that cause his group to not loot the chest except for themselves and was nice enough to provide a name.... however the renowned mod Ambisinisterr, whom you might recall posted the PWI threat on chargebacks, edited the post to remove the name and inserted <None of our business>.
Shit is rolling downhill bigtime for Neverwitner it seems.
Personally players have every damn right to know the name of players that does this sort of BS, especially since this can be a purposeful grievance done by the player..

It is a legitimate concern but here is the problem: Who gets to verify that the person being "outed" actually committed the act he is being accused off? What if a player is mad at another player and posts their name on the forum as a cheater or a griefer? Who is to certify what is being posted is actually factual? Another point to consider is that the thread would turn into a flame war/troll fest regardless of truth and what would any of that accomplish. Again, just my 2 cents.
A man is his own easiest dupe, for what he wishes to be true he generally believes to be true...
You can follow his posts for pure comedic effect.

Naming and shaming has always been against Cryptic's forum rules, you can't really say things are "going downhill" if it starts at the bottom of the hill.
On one hand I understand why they don't want vigilantes to go around trying to ruin other people's names (as contradictory as that may be with their policy of giving players the ability to mute whoever they want), particularly when so many can't tell the difference between a legitimate warning (even if he was misinformed about the results of not following suggested chargeback procedure) and a threat, but on the other hand Cryptic seems to fail to understand not giving players a way to report anti-social/abusive behavior kinda leaves people with no choice but to name and shame.

Not really. There are plenty of forums and games that have allowed this in the past. I even recall banned accounts being listed at some point.
This game is ripe with exploitation and people screwing others over. Not having an outlet or a way to warn others reall grinds peoples gears. Going to cost them in the long run.
This is something most people should be able to figure out why they shouldn't "name and shame" and why it is frowned upon, but for some reason they do it anyway.
It's like people's IQs drop to at most half of what it normally is when they are on the internet.
