Parrying/Blocking for Dual-Wielders

Sorry if this has been covered, but I was watching a recent video and saw a dual-wielder that appeared to be parrying an attack. Am I correct in assuming that dual-wielding does not prohibit parrying in TESO? This would be most pleasing if so.
