What is with this pathetic confirmation email every time i turn my modem off. I do not have a permanent ip address and every so often I have to turn my modem off to make it work again. Why the fuck do I have to wait possibly hours for these idiots to send me a confirmation email because of this?

Depends on the type of connection. You can turn a Cable modem off and on all day long and it will never affect the speed, but turn a FTTC modem off just a couple of times and the DLM will automatically think there is a fault and lower the speed until a period of time passes with no drops ie the modem hasn't been turned off.
I have a crappy connection where I can not even receive any pings, 100% of all packets are dropped.
I told my isp about this months ago at which time they got me to verbally accept that is the actual phone company came out to my residence but found no fault then I would be liable, to which I agreed, but the phone company has yet to make an appearance!
It was a real pain at one stage, disconnecting ever time I got to a world boss, but it has not done this for a while.
Maybe it is time to complain to my isp again...
OMG!!!! arena net is trying to secure me of KEY loggers and scums who want to steal my account in order to make a free bot which later will sell gold or will sell your account to someone else or will steal your gold blhablhablha and so on .
I must go on forum and QQ about it. Yes I'm one like you but you must understand that this is done your your own sake .
If some one steal your account you go and QQ to arena it's your fault because I'm idiot and I shared account info to someone If arena trying to secure you you QQ why you're doing it to me . This shit is driving me mad.

If your modem randomly shuts down and you get new IP then is something with your connection Modem or Cable connection some where must be problem a problem my first modem had something like this he was disconnecting randomly also Give them a call and tell to fix it some time you connection turns off every 5 min I replaced all cables in house still had the problem than I gaved them a call and some how they fixed all from them they said that is happens when 2 users have similar login and system is failing or something . Don't know much about it never worked in such company so IDK how it works.
IF your internet ping is perfect and you get new Ip when you turn off you modem by your self its how it should be. Give them a call and ask them how to configure an static IP .
If your internet dissconects by him self randomly them change provider if you current provider can't fix it may be they just have poor technical staff or tell them that you will change you provider if they don't fix it .
Or they could just do what some other games do, and give you an option to associate your IP address with your game account.
I know lots of guys that don't play from the same place because they travel a lot or they're able to play games while they're at work.
Have you tried a different modem or router? My girls internet was horrible, constantly dropping the connection; it was the modem. We took it back to the cable company and they give us a new one. The new one works, but it's crap for WiFi; so we're just going to go buy our own now.
Really depends on the provider. I remember the biggest one in Germany used to have a forced reconnect every 24 hours that might change your IP. Several other providers are not doing that. I recently switched to cable, and it usually keeps the connection until I manually cut it, and even than I often get the same IP on reconnect.
Also, people need to understand your Arenanet account is not bound to ONE IP adress. You can authorize several, and it usually includes a whole IP range, not just one specifically.
Whatever is happening to the OP is very unfortunate, but it is quite an unusual situation on the ISPs side.
