I'd love to have an ACT plug-in to make it work with ESO. That's about all i need. I am not really a fan of 3rd party stuff in gaming, but if the're not providing an internal combat log, need something.

I want to see buff/debuff icons so I will not have to keep checking my character sheet to see them. It would also be nice to see them on my target. At least the ones I put there.
Auto for complete gear swap? It apparently still has some bugs but once fixed, if you can use another add-on to swap skills on both weapons (not to be confused with weapon swaps), the macro add-on will allow you to use a two button combination to completely change your character load out with no cool down, that's armor & weapons on one, and I'm sure they will have a skill swap add-on so second button for that.
Actually, strike that, if I combine them into 1 macro depending on if there is button delay I should be able to have one button to turn me into optimized DPS ranged (light armor and all) launching a quick rotation and the 2nd macro button switch me back to S&B full bore tank with the Dark Exchange and/or Equilibrium slotted and maybe a few buffs/heals on the primary weapon and actually attacks/snares on the second. Excellent.

Assuming nothing has changed in the way the core mechanics of the game functions, it is not possible to change your equipment in combat, so these loadouts would purely be for out of combat convenience if you knew you were going up against a particular dungeon boss or something that required different gear.
If I'm incorrect, then you can probably expect Zenimax to clamp down on this, since they've stated in interviews that people would not be able to switch gear in combat specifically to avoid things like swapping into resist items right before a boss or player uses a specific element against you. The same would be true for skill switching.

To answer the OPs question: I'd personally prefer if addons simply didn't exist, as I love the minimalist UI and hate DPS meters with a passion. They really limit creativity in builds, as people flock to whichever build people report the highest DPS/Healing/whatever on. I also possess a firm dislike for raid mentality, and don't want to see it infecting a game that has so much going for it in the way of immersion.
The only addons I'd really like to see, are improvements to the actual aesthetics of the UI in its current state, and possibly a tool to allow easy access to the entire list of emotes available. You could also program an addon that used certain combinations of emotes, with particular timing, in order to create entirely new emotes. My only issue with this, is it means someone could program addons to completely play the game for them. Not for every class, of course, but it could easily run something like a healer whose sole focus was healing allies, by detecting when they were low. It would be much more difficult to run something else, in comparison to say WoW, thanks to the non-tab targeting/necessity for blocking/interrupting/etc. Still, I don't like when addons actually press buttons for people. I fail to see how that doesn't destroy the entire purpose of the game.
Informational addons wouldn't be bad though. Maybe something to help out crafters (like a general information directory to improve on the game's somewhat minimalist tips,) since there will certainly be sites trying to monetize crafting secrets/guides, and I would love to see them stiffed.
Oh, a noob helper would be great though. Just something with general tips and tricks, basically telling them the essentials. Things that should've been in the tutorial but weren't. Tips about building your character. Informing people that magicka and stamina both increase their related damage types, or that you'll miss a great deal if you just hop from quest hub to quest hub, or that you probably don't want to start off with a low damage skill, unless you're grouping with friends, since it will greatly increase the time it takes to kill mobs early on.

I feel this way as well. Allowing add-ons is really the only thing I have an issue with in TESO.

I agree. I'm also not a huge fan of lackluster UI. Back in WoW, I used AddOns to clear my UI, not to make it more complex, so it's use is not limited to add something, but also hide something. AddOns are already implemented in ESO though, so it's basically our choice whether to use it or not.

I'm actually feeling a bit better about it after looking over some of the documentation on the OPs linked site (I was rather worried about the possible damage caused by these to the game.) Apparently Zeni have protected a bunch of functions so they are not accessible by the addons. One of them is targeting units (so you have to actually target them by looking at them,) and skill usage also appears to be protected.
So it looks like the worst of what we're going to be getting is potentially a minimap addon, a bunch of different combat log addons, a quest helper, possibly floating damage text (none of which thus far would be a complete unbalancing factor for people who didn't want to use addons.
And there's actually one I'd like to use, that I remember being frustrated about in game: A loot log. Hopefully a minimalist one comes out that disappears shortly after looting. I just got really tired of having to open my inventory to see what I looted, if I had autoloot turned on.
Well, I hope no addons come along that become required to be competitive in dungeons, crafting or PvP. So far, I'm carefully optimistic. Thanks OP for that link.
1. A real exp bar displayed on the UI to see the progress of levels easier.
2. An add on that shows what you are looting with auto loot (in chat or else where).
3. Damage numbers above whatever you are hitting so you can see what abilities are doing more damage and whether you are actually hitting it.
4. Combat logs to work out which rotations/classes are doing the most dps, healing and who is taking damage etc.
5. A way to permanently keep health/magika/stamina bars on screen.
That is all I can think of right now but I am sure I will find more things as I play more!
I dont think you really understand the soul of this game..
If you like these things (which is a fully acceptable opinion) i dont think you are going to enjoy the game (espescially the PvE part of it) for very long..
Oh, and with the current system, there is no need to have a dps rotation... just put your best magica based and your best stamina based DPS skill on your bar and use the other 3 slots to add utillity..
Best MMO experiences : EQ(PvE), DAoC(PvP), WoW(total package) LOTRO (worldfeel) GW2 (Artstyle and animations and worlddesign) SWTOR (Story immersion) TSW (story) ESO (character advancement)
5. A way to permanently keep health/magika/stamina bars on screen.
That's already an option in the core game if you want it.

Folks the purpose of this thread is not to discuss why you don't want add ons. It's to discuss what you would like to see if you do. Add ons have been a huge part of the Elders Scrolls community for ages. If you don't want them, don't use them or start a new thread discussing why you don't like add ons. A lot of people do. Now STFU lol
Since I'm not a developer I don't understand what the limitations of the UI mods would be, but I know some people want chat bubbles.
I also am not a fan of the quick slot wheel so another solution for that would be great, even if it's another action bar on top of the initial one with more numbers so I can assign it to the shift of my gaming mouse :-). I don't care if it makes my UI less minimalistic lol.
Also not a fan of the circle when interacting with folks to invite to a group, etc. leaving a group through sub menus is annoying.
For the map when inside a city, I think I recall if you scroll out, it scrolls out too far like missing one zoom level, but maybe it was just me and I'm not recalling exactly what I saw lol.
Town city and area names on the map at a more granular level when you are looking at the entire area would be helpful.

Agree 100%, just the whole feel of the game seems like its the exact opposite of many add ons. I have never played with add ons in a decade of MMOs. The game is simplistic in that standpoint and i love that. I only played a little WOW but there were aggro meter percentages and i was like wtf is this. Totally takes away the entire fun of tanking and controlling your dps. We will see how it turns out and i dont understand coding of games but i hope Zenimax can somehow not allow this to turn into add on wars lol.

Buff and Debuff timers, yes.
Have to agree with this one aswell. I kept drinking/eating but would have loved seeing it somewhere inscreen. Not so much as a addon but more as something optional in it's basic settings for those who want it or don't want it.
Ability to keep all UI elements visible at all times.
Remove the god-awful TES style Inventory UI and replace it with a traditional MMO bag inventory slot with mouseovers.
and lastly and most importantly the ability to place the combat reticule over my head and keep my character always centered in the middle of the screen.

One thing I was not a fan of at all was the dialogue interface with NPCs.
If they don't fix it to look like THIS with actual subtitles http://www.youtube.com/watch?v=QYBZMWVYPUQ, I will have to make my own mod if somebody already doesn't.

I never liked addons in online games... the basic interface should provide everything players need..
Addons can shift the ballance of combad from great to fail and unballance everything... forcing competitive players to use things they never wanted...
