Does treasure form explorers maps scale??

Was wondering if the treasure gained via the explorers maps scale with level? For many of the places my character will not get to for awhile and was wondering what level are the treasures from the explorers maps and do they scale?

I believe it does:

 

I went back to Bal Foyen at level 12 because I forgot about the treasure map and the gear was appropriate for my lvl.

The range of the treasure map loot is determined by the area level range, so 5-15 area will only give lvl 15 max loot

Yeah max out your level before getting...or loot first to level through the new area with a decent item.

At level 22 my treasure map netted me level 20 gear...  In a level 15 to 25 area... And in close proximity of level 19 mobs and quests.
