A friend and I were chatting about this and we realized we wern't sure
I am Ebonheart
Yesterday I wanted to try a new class in a fresh newbie experience zone and created a Daggerfall Cov character and was shocked that I was still in the same guild when I logged into the DC newbie zone.
A guildie stated outside of Cyrodil, everyone can group no matter what alliance. Is this true? Are you able to make your way to another Alliance area? This would be great for non CE people as well for everyone who is Stonefalled out. Do the map zones even connect?

Guilds are per account, not per character. You can't do PvP in conjunction with people outside your alliance even though you all might be in the same guild. You have to stick to a campaign that is your faction.
As for playing in their starter areas it's something I didn't think about before. Try grouping with a guild member who is in a different PvE faction zone and see if you can do the "travel to player" thing. Let me know how it goes.
OP, no offense, but you could have seriously just googled this, like i did right now.
From a Zenimax AMA ont heir side:

Though we haven’t implemented areas expressly for this purpose, there’s nothing stopping you from sharing a peaceful (if tense) round of drinks with characters from another alliance in Cyrodiil—except maybe their allies! Though you can’t group together if you’re from different alliances, many of our social systems are focused on you as opposed to on your characters individually, and you’ll be able to communicate across alliances through these systems.
But keep in mind this is for last year, so maybe things have changed. I've heard it's still impossibel, but since i played beta solo, i couldn't check it.
Dead, non taken, and believe me googling first before posting, looking for a simple answer
However after multiple plugging in on different ways to Google, I did come across a blurb from a non official site that states that you cannot access other alliance areas until you become a Veteran. Where at that point you can choose to run the quest lines from different Alliances, but you will be phased with your own Alliance doing the same thing.
So in answer to my own question one is indeed stuck with the same starting areas if they want to stay with the same alliance, which I guess would only really matter if you PvP and attached to your original Guilds
This is definately an interesting spin on things as of course you still have access to your shared bank etc, so in theory brings longevity into the game with starting new characters and still being able to pimp them out from your main
