What are the differences between AA and EVE ow pvp ruleset?
I am asking it because EVE dont seens to receive so many carebear whines as AA. By the contrary, it even receives praises from so called PVE players.
It intrigues me because the EVE ruleset is far more hardcore (full-loot, full destruction) while in AA the only thing a player can lose if die in pvp is trade packs or honor points (in war periods).

The info on PvP is fairly well known to most that do a small amount of research.
starting continent is mainly free of pvp unless you are in a war area which is clearly marked on the map and this changes status periodically. Also the oceans are pvp. And the Northern Continent is PvP.
You do not lose anything from being killed by a player in AA except a small amount of time unless you are moving trade packs. Also your vehicles can be destroyed. That is the extent of PvP. Not overly harsh, but makes for a fun system where trade=money and challenge and pvp from time to time.
Also if you go onto the enemy faction's continent you will be in danger of pvp. Also there is a pirate faction you can join which is basically a 3rd faction in the game once you have enough bad karma with your starting faction.
Your idea of fun and my idea of fun are completely different, first of all.
Second, clear something up for me: Can enemies intrepid enough to come over attack during peace time? If not, how many hours is peace time out of how many during which they can attack?

Enemies can attack npc areas during peace time which changes things to various levels of build up to war time. Until an area is in official war time there is no honor given for player kills. once War time is in effect people start getting honor points for player kills in this area. Peace time lasts for a few hours. War time lasts 1 to 2 hours. Some time players kick a zone into war times more often so they can concentrate on open world PvP on land. If you do not want to engage in PvP just stay clear of these areas during the times of war or escalation to war. There is more than enough area that will not be in war time to allow for this.
As I thought, then, definitely not somewhere I'd want to settle in and farm.

EVE's dynamics make it so the PVP-heavy zones (low and null sec) create a huge demand for goods that the carebears over at the PVP-free zones can supply. I wish the same dynamic would exist in AA... but it's a little different here. I can see how sieges and naval wars can create demand in AA, but to the same level as EVE? I don't know.
As to why so many less carebear whiners? well, AA is a fantasy game for one, they tend to attract more of the WoW crowd. Other than that maybe Trion's approach? they suck up to them a little more, as opposed to CCP's approach to... just not care?

Some like playing the market against other players and not ship vs ship.
There are times I enjoy PvP. I spent many hours in Guild Wars 2's WvW and if devs would stop allowing premades in random battlegrounds, I'd spend many hours doing that, too. I would have gladly participated in caravan runs in ArcheAge, alone or in a loose coalition of other players (I'm not much for joining guilds, the drama and the crazy Napoleon personalities always turn me off).
PvP isn't the problem (market PvP can be fun, too, though). Years ago I quit playing games full of gankers because they make doing anything else in the game a chore. In the end, I bought Wildstar. If it weren't for the gankers, I would have saved up the ridiculous preorder price and bought ArcheAge. If Trion ever gets around to either an ArcheAge server or a whole new game that will let me farm in peace, I'll buy it. I never played Farmville, but there is nothing wrong with wanting an MMO where I can plant some potatoes in peace, then go trade or fight in PvP territory if I choose to.

you can burn down someone's house if your a dick. destructable buildings and houses, and castles, forts. player housing is not instanced, you can attack someone's house and bring down the houses.

The only truth here is the houses being not instanced. Everything else is wrong.
I believe you can down player structures within castles of owned continents.
It's more complex and isn't really about PVP rule set.
EVE is very much non-linear, meaning there is no progression.
Bigger ships are not better.
There is no "better" gear, all items are mass produced which means they are easily avaiable and very affordable.
The game has complex combat mechanics instead of twitch so you have plenty of escape and awareness mechanics.
It has complex law enforcement system.
There is an insurance so even after you lose all your belongings, portion of the value is returned to you.
etc...list can go on and on.
So despite EVE having seemingly much harsher penalties, it provides way more options and tools to play with.
AA is "dumb" compared to EVE, but then, any game is
