OK so the way i understand this is..... the dedicated real world mission is for those that pledge support to TBW for $5000 before the game releases. correct?
so lets say the game reaches its goals and releases, well what if i want to partake in a real world mission? how do players have the opportunity to enjoy that after the game release and pledges are no longer taken?

There is a significant difference between "Real world mission", and "Dedicated real world mission".
In the case of the former, a "real world mission", the mission itself will most often be accessible to all who are able to get to the spot physically, and for virtual participation for the rest. These missions will be "placed" at random, but influencing factors are things such as player activity, lore, or what have you.
Also, these "Real world missions" develop the lore of the game, or are based on it. They range in duration from a couple of hours, to quite possibly weeks.
In other words, you can participate in these as much as you want/are capable of.
A determining factor for them appearing near you, is your own activity level, so even if you're the only Black Watchmen in your area, if you're active enough, you might get a real world mission near you (but not dedicated - well, perhaps if you are really lucky.)
In the case of the latter, a "Dedicated real world mission", the mission will be centered around you; you play a leading role in the mission - nigh-quoting the actual description. It's designed to put you in the limelight of the action - which you can, however, opt out of, if you aren't too keen on having everyone following you virtually (just contact HE). It will automatically take place near you. It will last for 3 days, and there'll be a whole Human Equation crew out there to ensure the event is going to be an extraordinary experience for you.
So, aye, The "Dedicated Real World Mission" is $5000, and we can't rightly be sure it'll be there after the pledge has reached its goal. In any case, it's not going to be there unless we reach the pledge either way.
However, it isn't the only way a "Real world mission" is going to happen near you. Far from it. There's going to be real world missions somewhat frequently (personal best guess, so don't hold Human Equation to it). They're just not going to be dedicated to you.
Either way, don't fret: As we've seen in previous Human Equation ARGs, activity and dedication are rewarded quite substantially. Who knows, if you do your utmost - which isn't to be taken as meaning "being the best at everything" - they might just reward you with a special occurance near you, such as the Montreal "happening" that occured during the Pre-launch ARG event they ran for TBW.
