Because Cryptic, the original makers of City of Heroes, work under Perfect World.

City of Heroes got better after Cryptic lost interest and eventually sold the game to NCSoft.
PWE has a very poor record, imo, of game design getting stamped into their bad business mode. Their name attached to something has become a negative. Also, I hear rumours that someone (probably not PWE) is putting out feelers to NCSoft about buying the rights/game of CoH. Crossed fingers.

Didn't read the post, but read an article that a deal was done in principle, no? CoT has been granted the exclusive branding rights for CoH. So they can essentially say, "Hey, yeah, we're CoH." They've also, apparently, go the rights to one of the old, dormant, servers or some junk.
Anyhoo, yeah, I think that this is like a done deal. They hadn't announced it previously as NCSoft requested that they keep quiet until September.
