Question about the justice system and PvP

So with the justice is more of an open world PvP system? Are they adding OW PvP in zones?

I guess in general my question is how are they changing PvP so that it isn't just isn't the one zone.

    Probably simpler than you are thinking.

     

    It's simply that if you commit crimes in any of the PvE zones you will be flagged for PvP with anyone who has signed up as a guard in that zone.

     

    So the zones you are used to questing around in are about to become a bit more chaotic.  But no, it is not OWPvP.
