Update on NEW BoFF/Command abilities and NEW mission: Empress Sela

After looking at the new Command abilities and the new BoFF training system I came to a realization that may also be getting new "command officers." I see no way to train the new command abilities to current officers or Intel officers. This is illustrated in the video:
