First, are small houses available in game or is it just for the high level backers? If I did the $45 level, would a house be attainable in game?
Also, and this is simple, can you toggle walk?

The smallest houses in SoTA are Row houses. Deeds are what make it possible to place a house on a lot. To get a row house, the smallest of the house deeds, you can pledge at Ancestor level $275 to get a rent free row deed that will never require you to pay rent on your lot. Or you can buy the row lot on the add on store for $85, but this will have a rent fee. You can also buy the lot deed in game for gold, this also will require you to pay a rent fee.
As for toggling walk yes you can toggle to walk.
Here's a link to the housing faqs for you to look through.

Yeah, small houses will be available in game. They might not be the exact model currently available in the Add On Store or Pledge Reward Tiers, but similar. And yeah, even at the lowest tiers you will be able to obtain property (land and houses) for in game gold later.
You can currently toggle run/walk using the "/" key on the numpad.

You do realize the absurdity of those two sentences, right?
I think it's fair to put this in perspective for the OP and other readers, don't you?
Row lot:
Let's move on to the village lot:
Now for the town lot:
I could go on all day, but you get the picture. BTW, it keeps going until you reach $11,000.
All of this and it will only cost you $45 first! What a steal!
BTW, don't bother with the $25, $30, and $33 pledges. They're "sold out". Apparently you can sell out of digital goods.
Now that I think about it, "theft" is the word I was looking for.
[Oh, and in the interest of transparency, I'm bilked out of...er, I mean pledged at the $800 level. Dumbest thing I've ever done. ]
Ouch! I felt horrible about my 250$ with Path of Exile purchase.
Well, I see there is some serious hostility toward SotA, so just let me simplify my question.
If I ONLY spend the $45 (about what any other game cost to buy) and then never spend another dime of real money, can I at some point, via only in game gold or other items attained via in game play only, ever obtain a house placed on a piece of land with the ability for my char to enter it ?

Yep, from the official forums:
How can I purchase a house?
There are three ways to purchase a house. Backers at Ancestor level and above receive an exclusive house with their pledge. Players can also purchase houses in the game through earned in game currency. Finally players can purchase houses from the Add-On store (some of which are exclusive).

The question still remains if those in game gold options are actually practically doable.
ArcheAge taught me to wonder after the differences between "that option is available to you through in-game currency" and "you can but it isn't really feasible if you don't play 50 hours a week and don't want anything else in the game ever."
The question still remains if it is actually feasible to own property in shroud without spending cash, and will remain until we see a launched version in effect.
I really hope that *insert game name here* will be the first game to ever live up to all of its pre-release promises, maintain a manageable hype level and have a clean release. Just don't expect me to hold my breath.

In single player offline there will be no competition and you can own any lot/house besides castle, I think

I'm less concerned with how long it takes and more concerned about the disparity between those who fork up cash and those who don't (or those who don't fork up a ridiculous amount of cash).
I never had a problem paying a sub, and I never had a problem earning shit the hard way. I will also note that I have given this game money.
My only point above is really only that just because it is theoretically possible to do something doesn't make it feasible. I believe that saying "you can do that" in that situation is misleading the consumer.
