There is only one server (in UK), that server is used to save game files, matchmaking, and background sim (market data and such). Each player is playing in a p2p network, matched by location (when possible). So in other words no latency issues. Every player is playing in the same universe but it is only possible for 32 people to be in a players instance. Think of it as a circle around each player as you move from one location to another, the server looks for other players that are in the same location and similar Real world location, it then pushes these players into the same instance. As people move in and out of the game location people will come and go, with an attempt to keep the player count at 32 (or what every your PC and connection can handle).
Its a little difficult to explain, but I hope that helped. Think of it as dynamic instances, like GW2, but with a smaller max count. Even that is not right as the instance follows you around, merging different players instances into a single one.

That really depends on your connection I haven't had any lag and it's not something I've seen other players posting about.

This is an awkward question because it really depends on how you want to play the game. If you only wanted to get Elite ranked in combat you would need to destroy a few thousand targets, so that could get very grindy but there's no reason or benefit to playing it that way. It's an open choice, open world game. Here's you ship, here's some money - go and do what you want.
Do you have to choose from a set of playstyles or do you just have an inventory of ships to play?
Typically you'd fit out certain ships for certain tasks. Some ships are combat focused, some are trade focused and others are all-rounders etc So for exploration you might go Sidewinder -> Cobra -> Asp -> Anaconda but that doesn't mean the Anaconda is the best ship, it's just the largest and most expensive, plus it has downsides.

ad 1 ) Latency and lag are not really a problem in E:D ... laser will go off right away. Have not heard complains from any other gamers either.
ad 2) Progression is what you make of it. There ARE some targets you can aim for ... Elite in a) Combat (kill kill kill !), b) trade (money money money !) or c) exploration (scan scan scan) ..... if you ONLY go for "Quick way to Elite" it will be a terrible grind. And there is NO price at the end ... besides your own sense of achievment. Enjoy the journey, not the destination.
ad 3) you do not have to chose ... you can have ships specialized for all tasks and switch as the mood takes you.
I have a few friends playing it from Columbus, Oh and they are loving it. I have not heard them complain about lag once, and normally that is the type of thing they are more than happy to point out.
