What is in WoD for 1-90?

Interested in coming back to WoW because reasons, but I'm not sold out on getting WoD for the time being.
I didn't see it provides anything new for characters under level 90, and I intend to start new chars (been 5+ years since last time I played).
Can you guys confirm that the levelling experience (1-90) is the same with and without WoD?
